Display Energy Certificate (DEC) for Large Public Buildings
From 1 January 2009, all public buildings with a gross internal floor area greater than 1000m2 are required to display a Display Energy Certificate in a prominent place clearly visible to the public. This requirement is a consequence of the transposition into Irish legislation of Article 7(3) of the Energy Performance in Buildings Directive.
The DEC for large public buildings is calculated as an operational rating, where the actual energy consumed in the building is compared to a benchmark for buildings of the same type, and shown on the certificate A-G scale in terms of primary energy. There is also a CO2 indicator which shows the CO2 emissions associated with the building’s energy consumption.
The information required to carry out the rating consists of the gross internal floor area of the building and records of the total energy used in the building (eg electricity bill, gas bills, meters etc) over a recent 12 month period.
Our Display Energy Certificate assessors for large public buildings, hold a degree in a building related discipline (level 7 under the National Framework for Qualifications) and have attended a SEI Display Energy Certificate workshop for large public buildings.
Small Public Buildings
From the 1st of January 2009, under the Energy Performance of Buildings Directive (EPBD), any public or privately owned building offered for rent or sale must have a Building Energy Rating certificate (BER).
The BER is an indicator of the building’s energy performance, covering, energy use for space heating and cooling, water heating, ventilation and lighting. It is accompanied by a CO2 emissions indicator.
Under this legislation, community buildings require a BER certificate if they are offered for rent. If the organisation occupying the building is a public body as defined by S.I. 666 of 2006, then a Display Energy Certificate (DEC) is also required.
It is the responsibility of the building owner/manager/committee to ensure their building complies with this legislation.
